
Selecting a codepage activates all the languages associated with that code page. Codepages are the way Windows enabled non-Latin language character encodings before Unicode was supported.
XP uses codepages to enable certain character support.
Reboot if you don’t immediately see these languages available under Language for non-Unicode programs.
Choose Install files for East Asian Languages.
These IDs are also used on the command line, in installer tables, and elsewhere. Installer components and workflows adhere to the ID system used by Microsoft.

They are not created for MSP updates and patches. MUI installers are only created in tandem with full MSI installers.
